NCC appoints Director of Leisure Vehicle and Holiday Parks Security

18, April 2024

Following the recent decision by security specialist, Tim Booth, to step away from his role with the police vehicle crime unit (NaVCIS), the National Caravan Council (NCC), the UK trade association for the caravan, motorhome and parks industry has appointed Vince Wise to Director of Leisure Vehicle and Holiday Parks Security.

Disrupting organised vehicle crime and deterring the theft of touring caravans and motorhomes remains a priority for the NCC and the industry, enhancing and building on Tim Booth’s achievements over many years.

The Central Registration and Identification Scheme (CRiS) featuring a covert forensic marking system (branded as VIN CHIP®) has significantly reduced caravan theft in recent years.  By delivering a system that is continually reviewed and improved allowing the early identification and recovery of the stolen asset, ensures it remains as one of the most successful theft prevention initiatives available in the UK.

Vince Wise joined NCC in 2022 after a career spanning over 30 years with the Police and brings to this role extensive experience as an ex-career detective which focused on major and organised vehicle crime both within the UK and on the international stage.

In the later years of his work with the police and at AVCIS (now NAVCIS), Vince oversaw operations at the port of Southampton, predominately dealing with the export of containers and unaccompanied freight. Having personally recovered many millions of pounds worth of stolen assets, he has a comprehensive knowledge of working alongside, insurers, loss adjusters and the salvage industry.

In his role with NCC Vince has worked closely with Police forces, developing intelligence, assisting on search warrants, and providing expert evidential statements, and has been active in training Police Officers nationally in vehicle identification as well as promoting the benefits of CRiS and VIN CHIP®.   He was also instrumental in introducing a re-identification scheme for caravans recovered on a false identification.

John Lally, Director General of the NCC, said: “Vince Wise brings a comprehensive understanding of vehicle theft and now, with a deepened knowledge of leisure vehicles, is eager to collaborate with industry stakeholders to improve information sharing and deter leisure vehicle theft.  I would like to record my thanks to Tim Booth for his many years of service to the NCC.”
